The goal of this report is to provide a vision for what a revitalized DHS could achieve for Americans and those who visit or seek safety or opportunity here. Most notably, DHSs vetting activitiesincluding the National Security Entry-Exit Registration System (NSEERS), viewed by many as a Muslim registry29have faced persistent claims of religious and racial bias.
